Who we are:


The Outlook Gospel Lighthouse. is a division of the Rev. D. L. McQuinn memorial Foundation Inc. a registered Canadian  Charity serving the town of Outlook, the province of Saskatchewan, and internationally online providing Apostolic Biblical Christian services to one and all.

Our History:


The Lighthouse was established in Outlook, SK on March 15, 1997. Founded by Pastors – Rev. Donald and Mrs. Lois McQuinn and their two children, Mitchell and Victoria, the Lighthouse has seen many changes from the original family house meetings to the services now being held in this historic church building. With over 50 baptisms throughout Saskatchewan, the Lighthouse is experiencing steady, solid growth. The Lighthouse began proceedings to become an incorporated  legal Charity in 2000 under the direction of Parkland Gospel Lighthouse Inc.

 Worship, the Word and Godly fellowship along with much prayer, fasting and intercession have been the backbone of this church.  Service after service the powerful presence of the Lord can be felt in this humble building as people worship freely, through singing, speaking in tongues, raising their hands, dancing, walking, leaping and all other forms of Biblical worship.  The Lighthouse also has a deep concern for those who are hurting and in pain; caring and compassion without judgement or condemnation has given folks the support and courage needed to completely surrender their lives to the Lord, and has lead to people being delivered from alcohol, drugs, and other immoral lifestyles.   The changes that Jesus has made in many lives has been beautiful and the testimonies are incredible.

Our Pastors and Ministry Team:

Rev. and Mrs. Donald McQuinn       

Rev. Donald and Mrs. Lois McQuinn and their two children, Mitchell and Victoria, migrated from their vibrant home church in Sussex, N.B., where they served the Lord  faithfully for over 13 years, to Saskatchewan where they completed their home missionary training and were ordained as ministers under the direction of Parkland Gospel Lighthouse Inc which later became the ALJC of Canada. Rev. McQuinn Sr. began his training as a In-Home Bible study teacher, evangelist, bus ministry driver, cell house church leader and as a supporter  of home missionaries helping with church planting in New Brunswick with Pastors like Rev Calvin Fenwick while he was in Sackville as well as being instrumental in helping to start the church in Petitcodiac, N.B., Rev Reg Ferris while he was in Cody and helping with Harvey camp days, a real joy all the while under the direction of Rev. R. A. Beesley, Rev Jack Long, Rev.David Curtis of Calvary Pentecostal Church, he continued on with his formal training with the Indian Bible College and completed his formal and 3 years of practical ministerial training through Parkland Gospel Lighthouse Inc. under the direction of Rev Gaylon Tracy Sis. Lois McQuinn began her training as a Sunday school teacher, choir singer and soloist, prayer group leader, co-children’s worship leader and Children’s church  co – director as well as a In-home Bible Study teacher and evangelist with Calvary Pentecostal Church under the guidance of Rev.  R.A. Beesley, Rev Jack Long and Rev. David Curtis. She was ordained along with her husband on Dec.31, 2000 . Both Rev and Mrs. McQuinn were privileged to be mentored by such outstanding Apostolic teachers  and trainers as:

  • Rev. Calvin Fenwick,  Bible study teacher, Church planter and Pastor.
  • Rev. .R.A. Beesley – Pastor, District Superintendent of the Atlantic district. (Deceased)
  • Rev. Jack Long- Pastor,  Evangelist, Youth Director for Atlantic District UPCI (Deceased)
  • Rev. David Curtis – Missionary to China and Pastor
  • Rev. Gaylon Tracy – Home Missionary, Pastor and Superintendent of the A.L.J.C. of Canada (Deceased)
  • Rev. William Bustard – Evangelist, Pastor, Prophet and Church Planter. (Deceased)

Brother and Sister McQuinn then went on to start 3 churches in Saskatchewan, two of which which were turned over to the UPCI district of Central Plains, today they continue to Pastor a small independent work in Outlook SK, with Bro McQuinn pastoring the physical church and Sister McQuinn now exclusively managing the online division of the church and online evangelism.


Rev. Mitchell McQuinn    

 Rev. Mitchell McQuinn is the liaison to the United Pentecostal Church International and is currently Senior Pastor in Sudbury, Ontario. Rev.  McQuinn provides most of the online teaching and training for the Outlook Gospel Lighthouse. Rev. McQuinn graduated from home schooling in 2000 where he went on to earn a Bachelors degree in Theological Studies for Northeast Christian College and then continued to earn a Masters degree in Theology from UGST. Rev. .Mitchell McQuinn’s advise and counsel as a board member and founding member is invaluable to the church and full ministry of the Lighthouse.

Our Beliefs

About the Bible

The Bible is the infallible Word of God and the authority for salvation and Christian living. (See II Timothy 3:15-17.)

About God

There is one God, who has revealed Himself as our Father, in His Son Jesus Christ, and as the Holy Spirit. Jesus Christ is God manifested in flesh. He is both God and man. (See Deuteronomy 6:4; Ephesians 4:4-6; Colossians 2:9; I Timothy 3:16.)

About Sin and Salvation

Everyone has sinned and needs salvation. Salvation comes by grace through faith based on the atoning sacrifice of Jesus Christ. (See Romans 3:23-25; 6:23; Ephesians 2:8-9.)

About the Gospel

The saving gospel is the good news that Jesus died for our sins, was buried, and rose again. We obey the gospel (II Thessalonians 1:8; I Peter 4:17) by repentance (death to sin), water baptism in the name of Jesus Christ (burial), and the baptism of the Holy Spirit with the initial sign of speaking in tongues as the Spirit gives the utterance (resurrection). (See I Corinthians 15:1-4; Acts 2:4, 37-39; Romans 6:3-4.)

About Christian Living

As Christians we are to love God and others. We should live a holy life inwardly and outwardly, and worship God joyfully. The supernatural gifts of the Spirit, including healing, are for the church today. (See Mark 12:28-31; II Corinthians 7:1; Hebrews 12:14; I Corinthians 12:8-10.)

About the Future

Jesus Christ is coming again to catch away His church. In the end will be the final resurrection and the final judgment. The righteous will inherit eternal life, and the unrighteous eternal death. (See I Thessalonians 4:16-17; Revelation 20:11-15.)
